They can evaporate anything out of existence like galaxies, planets, races, sun's, universes; they are bored of fighting that race. Some of the powerful races will come and fight the Rood to a bloodbath and some of the powerful races could only do a little bit or half a damage to the Rood and they will come out from that attack smiling at you and getting ready for their turn to fight you using their full power or half their power.
The Rood are the most aggressive race in the universe but not in the multiverse, they could be a stronger race than them that could easily kill them with ease and the Rood love the challenge of a fight and they will not back down for a fight. The Rood has conquered more planets, universes than any other race could. The races which were living on that planet were afraid to fight back or speak back to them but some of the other races would rather fight them than being ruled over. The other races stand no chance against the Rood and they are bloodbath creatures that only care about destruction and having fun killing their opponent.
The Redlor and the Stra beings jobs is to keep the multiverse balance and stable, so the Redlor let the Rood do their parts in the universe but if the Stra were in the same universe as the Redlor and the Rood, they will tell the Rood to stop the random killing but the Stra are busy beings making sure that the multiverse is balanced and stable and making sure that there is no chaos in the multiverse.
