It all started with a police chase that was caught on film.
The event astonished many with its disregard for public safety. A brazen pursuit of an unmarked black SUV by DC Police cars that sped through the streets of Washington, D.C. Guns were blazing and the police seemed unconcerned about putting lives in danger as they focused on taking out the unknown driver of the vehicle. The chase ended with a masked, mystery man, dressed all in black, who fired a disc grenade at the unmarked vehicle, making it flip and spin helplessly to a stop some distance away. Then the mystery man casually ripped the door off with one hand, only to find an empty vehicle with a hole in the roof that led into the sewers below.
For the staff of Washington Metro News it was another news day until they began getting cell phone videos of the pursuit with the accompanying gun battle on the streets of the nation's capital. For assistant news director, Joanne Phelps, it would be a news story that would change her life as she tried to determine who was actually behind the attack and why they would go to such extremes. It would bring her into trusting a DC Police Detective, Jason Russo, with what she found out, followed by the revelation that SHIELD, the legendary intelligence agency was not quite what it was supposed to be. After it all literally blew up, with the destruction of three helicarriers over the Washington headquarters of SHIELD, it would lead her to the mystery man himself, the Winter Soldier, when their paths intersected.
This story begins during the same time frame as Captain America: The Winter Soldier and continues on after. Told in the third person it will focus on two main characters; original female character Joanne Phelps, an assistant news director in Washington, D.C., and the Winter Soldier, as he reclaims his true identity as James Buchanan Barnes.
