We're here for another strange idea that I got while listening to my playlist.
I know that team rockets are really good at everything, except kidnapping Pikachu. So... Why not make a story with why they can't kidnap him?

Basically...
James and Jessie are travelers (worlds travelers) who met thanks to team rocket.
At first, they both hid their traveling's secret but they found out about each other and decided to work together.
Team rocket doesn't know about their secret, but some legendary Pokemon know.
James and Jessie don't really care about kidnapping Pokemon, it's just a good alibi for them.
When they encounter some legendaries, they just chat, but if others are with them they'll act like they were kidnapping them.
They are able to understand Pokemon thanks to a deal they made with Mew.
They are supposed to save the world but they just help, without anyone noticing, Ash.
After a bad encounter with some 'outsider', Miaous found out about their secret and joined them.
They travel together to different worlds and disguise themselves.
They are also friends with many people from every region they visit. But no one knows about it cause their friends accepted to keep it secret.
Team rockets still have them on their side cause Giovanni thinks that they are making the rest of the world underestimate them.
They also become friends with tons of other groups but Giovanni doesn't know.
