A Few Weeks later, 

Serafall Memorial Hospital, Underworld, 9:30 AM

It has been a few weeks since the attack on Rias Gremory, many Devils that sided with his replacement were under panic by what had happened. The House that once the former residence of the Former Pillar of the Factions was attacked by an unknown person. Worse, they kidnapped the Hyoudou Couple away, which horrified and angered Naruto Uzumaki that wanted 'his' parents back. 

Rias was still in placed in a psychiatric facility due to the trauma of the attack. They needed to make sure she recovers properly, but given her state. The Underworld Doctors had deduced she needed both physical treatment and mental therapy to fix her state. Furthermore, they identified that someone erased her memory of the real torturers, meaning that it was still unknown on who really did it. All they know is that the Khaos Brigade did it. This caused even more panic to spread. 

However, upon Asia's words, and when she was interrogated. She was under the stern belief that Issei was the one that did this. Which many found it to be foolish and confusing, since he was not aware that his parents were at the Hyoudou Residence. However, that was enough for Sirzechs and Naruto to declare him the most wanted in the Underworld, and even declared him an O Rank Stray Devil, higher than a S Rank Stray Devil

Little did they know, that was the last straw that broke the Camel's back. 

This turned the Public Opinion against Sirzechs and Naruto even more, with even more people siding against them, making it worse. Those that did side against him after expelling Issei became more vocal and protests ran rampant with many demanding to remove the Stray Status, with many threatening to withdraw from the army and other jobs belonging to the Devil Families, if they don't comply, with even some more Houses like Agares, Sitri and Phenex for example backing the rebels against the decision. Matters only became worse, when soon even lesser houses like Belial and even Belphegor were joining them. The former even more due to being helped by Issei a lot. The Rating Game Champion riled up even more people against the Devil Government, and Ajuka along with Falbium who has had enough of both Sirzechs and Serafall left the Government to join with the Rebels, making it a 50/50 Split between both the races causing chaos. 

Things were boiling to a Civil War in the Devils, with Riots starting and becoming violent. Soon borderlining to hatred. All they needed was one push, one final push that would turn them against the Current Government, and History would once again repeat themselves. 

It was just the beginning of chaos, and those that supported Naruto were cursing Issei for being the root cause of all their problems. Things were getting from bad to worse for the Devils. This was only turning them against the Devils even more. 

Other Factions got wind of this, and there was silence, as they were planning to take sides. The end result will be a full blown war which will devastate millions and destroy many lives.
