the first thing to do is to get a basic idea of what they could be like based on their background, and life experiences... You can really define how a character acts by their just their trauma and emotional baggage! as well as, of course, keeping in mind how to keep them entertaining and how to set them apart from any other "canon"/ popular creepypasta.
THE BEST THING YOU CAN USE (in these bare-bones stages) is character sheets! they can help you keep these qualities straight, and can consider new things you hadn't before. you can find good, basic ones on pinterest. <3
also you can take quizzes while trying to think of how they'd react! it can also be creepypasta specific ;3 it can also help with trying to imagine your oc in different scenarios!
another technique i found out about is imagining their interactions with different pastas, or characters from different fandoms they'd never actually meet. it really helps fleshing out their personality and usually, they should just "create themselves" in your mind, naturally, the more you think about them... after a while, you might find these characters changing even against what you originally wanted, but that's pretty fun to see too! :D
i think the best thing to do is just not to overthink the writing, let them "write themselves", yaknow? and don't be afraid to get inspirations from your fav fictional characters! even the best creators take inspiration!! in the end... it really just depends on what you value more or your writing style. finding your style is important!
uhm but no matter what you do, DON'T FALL INTO TROPES!!
- i wouldn't make fangirl/ fanboy characters based around a "canon" character, but i am guilty of this... it makes fun characters </3
- don't genderbend an existing character and call it original!! (nina, jill, jane.. nothing against them i <3 jill)
- mary sues and gary stus </3 !!! characters who are sweet and kind and perfect, with no flaws (excusing the murder) and somehow they are unloved!!!
- edgelord characters that hate everything and everyone with no apparent reason!!!
- damsels in distress... pastas are murders man</3
- COMPLETELY OVERPOWERD CHARACTERS who are basically stronger than all the other creepypastas combined and could kill everyone if they wanted to...
