Another thing I've thought of is that the tornado did occur at the start and Max was able to rewind back to where it started forming somehow. And she was supposed to save Arcadia Bay from getting hit with the tornado, but after she found out she had the power to reverse, she decided to change the destiny of everyone In Arcadia Bay, only to make the tornado stronger.
