HEAVENSBEE: Sir, it's an honor to be in this position.
SNOW: Yes, I suppose it is.
HEAVENSBEE: Mr President, I feel that it is my job to be frank with you. So I am going to be.
SNOW: Really. And what are you going to be "frank" about, Heavensbee?
HEAVENSBEE: This issue of Ms Everdeen, sir.
SNOW: What about her? She is a mere girl.
HEAVENSBEE: Sir, she openly defied the Capitol. She openly defied you. She has a spark of rebellion.
SNOW: She is a girl, Heavensbee. Moreover, she is a girl from the outlying Districts. The only spark that she carries will burn her down like the coal that her District supplies us. She is not a threat.
