Naruto told Sasuke that he wanted to fight him. Sasuke refused the challenge because he needed to go shopping for some shurikens. Sakura told Sasuke that he should just beat Naruto and get it over with but Sasuke actually admit that it wasn't going to be easy. Sakura was still in love with Sasuke but he knew that she did and he ignored it. Naruto was still in love with Sakura like always. The village was deciding who the new Hokage should be and the choices were Naruto or Sasuke. That's why Naruto wanted to fight Sasuke, to see who is a better Hokage.
