After Phil Coulson died for the first time, people started to realise how much he did for SHIELD; stationary started to run out all the time, the CIA AND FBI became irritated with SHIELD, there was much more paperwork to do, the filing room went to hell, there was no coffee or junk food in the break room and everyone got put on teams they didn't work well with. Nobody knew how important Phil and his job were until he was gone.
