Okay. There are three ways I've seen this cover. In between, on the side, or at the bottom. Today, I'm showing you the first one.
Download this ripped paper overlay:

Then go to picmonkey and press edit and open up the cover base blah blah blah. Open the image of the person you want on the cover first. Adjust the image so it covers the top half of the base. Then open your second image and adjust it so it covers the bottom half. Make sure to leave some space in the middle. I couldn't really do that with my pictures, but you get the idea.

Now open the ripped paper image and adjust it so it cover the middle of the base.

Finally, add your text and you're finished. Pretty simple. End product:
