Reina hates where she is, who knows how far in the air, with nobody but construction workers (who are the most idiotic beings you will ever come across) having knowledge of what's below. Every single night she hopes and pleas, to who, she doesn't know that somebody will actually tell them something. She does believe that the people running their "economy" mean to do good, but are to cautious. They don't know about anything below except the chopping that happens once in a while and the farms.
