The National Guard had been mobilised in Hawaii on Governor Watt's direct orders and security at the U.S. Arizona memorial had been radically stepped up. Extraordinary measures were being taken to safeguard the memorial and even submersibles used to take tourists diving to see coral and fish combinations up close, were grounded. The governor was listening hard to what the FBI had to say, and Washington was being ultra-cautious.
It paid to be ultra-cautious in the post 9/11 days. America hoped never to be caught like that again.
Homeland Security was a direct result of that. An
amalgamation of different agencies combined to protect the United States from terrorist activities, including homebound terrorism activities. Agencies that helped form the nucleus of Homeland Security included the National Guard, the Federal Emergency Management Agency, the United States Coast Guard, U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, the U.S. Secret Service, the Transportation Security Administration, the fourteen agencies that comprise
the U.S. Intelligence community and the Civil Air Patrol. The Homeland Security Act of 2002 consolidatedthe efforts of all these agencies, but it wasn't an umbrella for everything. The Federal Bureau of Investigation and the Central Intelligence Agency had their own remote
and operated independently, and government departments like the Department of Defense and the Department of Health and Human Services helped input to Homeland Security, but again were separate entities.Security at such an important shrine had already
been present, even before Hakim's plan. Visitors were not allowed to bring bags with them and even camera satchels were discouraged. No food or drink was allowed, except for clear bottles of water.There were certain protocols in place, even for military people. Battle fatigues weren't allowed, and military personnel had to wear a uniform of Class B or above.
Dress uniform was encouraged.
Out on the water the American flag fluttered in the wind above the Arizona.
It looked like Hakim would need a master plan to infiltrate the level of security in place.
