England is always cold. (He believes that he's aging really fast.)
One time America noticed England shivering and hence found out. Sometimes, though not very often, he will cuddle England to provide the latter with warmth.
Though England doesn't act like it, he actually likes it. A lot. He treasures these moments very much.
