Another request finished. This time I decided to post the main steps I took. (I'll say it beforehand, the sketch was the only decent piece)

I realized I should've made the outline thicker after I finished it. I did make some changes which is why it doesn't match the sketch. I regret the change. (The hair and eyes mostly. I was trying to match "asielfreaky's" character design on PW.)

I made the base colors on separate layers

I made the base colors on separate layers. I was able to easily use the bucket tool since Clip studio provides with great outlining pens. (G-pen)

If you are familiar with Clip studio, then I just used the watercolor tool provided. The blend depends on the amount of pressure you use. I changed the outline colors on a clipping layer to match the colors I used. As for the floor, I just drew a few boxes (duplicated it several times)and used the free transform tool and later the mesh transformation to fix the perspective a bit. I used the soft eraser to make the horizon part of the floor fade. As for the reflection, I used the watercolor tool on a different layer using the same colors as the things I had wanted to be reflected. I turned the layer into overlay mode and that was about it.
