After picking a forgotten character in this movie, I found out how dark and a bit confusing this movie is. Wow.
Let's talk about the Ringmaster here:

He is the owner of the circus, presumably, and is out looking for Rocky as he's one of the star attractions of the show. He only has one dialogue line, but it is implied that he tells the Tweedys to keep their eye open for Rocky as he is very valuable.
Ginger, chickens' leader, keeps Rocky hidden from The Ringmaster, so he leaves before realizing that Rocky is on the Tweedy farm and that is the last time we see him again.
Way to bring a character in and never show his face again, Dreamworks.
