Jasper was not the one whom actively tried to attack Bella in New Moon. He was provoked by the simultaneous bloodlust (especially Edward's) which was brought to Jasper due to his empathy gift, and therefore pushing him beyond the brink of bloodthirsty madness that led him to surrender control to his last defense: the Major.
