"Five years ago, i had a heart attack... and dropped right in the middle of my backswing." The Secretary starts to talk about his backstory, grinning at the somewhat uninterested Avengers.

"Turned out, it was the best round of my life, because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me." He trails his words.

"Perspective." He gradually smiles. He continues to speak, looking over Rovana who was seated behind Steve, sitting on the middle chair of the elongated table, while on her far side to the right was Tony Stark.

Besides the Avengers and Nick Fury, he also knew who she was, how? She never knew. It was strange and understandable at the same time, but when she read his mind and memories it seemed as if he never told anyone—and that was fine by her.

"The world owes the Avengers an unpayable debt. You have fought for us.. protected us, risked your lives.. but while great many people see you as heroes, there are some, who would prefer the word vigilantes." Clearly, he looked at Wanda in the eyes, his face hard.

Wanda looks down as Rovana starts to speak, diverting his gaze. "And what word would you use, Mr. Secretary?" She reckons, a little change in her tone when she saw the glint in his eyes when he looked at Wanda.

Though she might look young and harmless in the human world, she was still basically considered as the Goddess of Asgard, along with her brothers, Loki and Thor, the God of Mischief, and the God of Thunder, whose lived for about hundred of years—considering that the time on Asgard is very fast compared to the human world.

"How about dangerous?" He fires back, his face now stern.

"What would you call a group of US-based, enhanced individuals.. who routinely ignore sovereign borders, and inflict their will wherever they choose, and who, frankly, seemed unconcerned about what they leave behind?" He walks back and forth, looking at the Avengers one by one.

The screen infront of them starts to showcase video tapes of destroyed cities, "New York." He speaks as the video plays.

"Washington D.C," another video appears infront of us, another city destroyed. "Sokovia." His low voice echoes around the room while another video appears. The land where they fought Ultron was elevated, and flashbacks from Wanda's old home, the death of her family and her brother reflects into her mind.

Rovana knew, cause she could hear it.

Rovana looks infront of her as she grits her teeth, "Stop it, we get it." She tells him.

But he doesnt mind the young girl, instead, he proceeds, "Lagos." He speaks again which made Rovana more mad, infuriated by his words and actions.

Golden lines and sparks start to form around her eyes, a strange occurance whenever the girl got mad, and as soon as Steve noticed her and Wanda's expressions, he snapped his head at the Secretary.

"Okay, that's enough."

Rovana looked at Steve with a greatful expression, as the golden marks around her eyes start to fade off.

"For the past few years, you've operated with unlimited power.. and no supervision, thats an arrangement the governments of the world can no longer tolerate. But i think we have a solution." His assistant hands him a white book as he hands it to Wanda who recieved it, unsure.

"The Sokovia Accords." He states. After reading the title, Wanda hands it to Sam, not completely feeling to read almost a thousand paged book full of things she should unwillingly do for the likeness of the government.

"Approved by a hundred-seventeen countries, it states that the Avengers shall no longer be a private organization. Instead, you'll operate under the supervision of the United Nations panel.. only when and if that panel deems it necessary."
