The 'I'm sorrys' were bearing too much weight on Josh's shoulders. People feeling sorry for Josh was the last thing he wanted. Feeling sorry for someone is pitying them, and he didn't want pity because pity was meaningless. All he wanted was his brother back.

"I'm gonna stop off for some drinks," Coop called into the phone
"As long as you get here on time. How's the birthday boy gonna cut his cake if he's not there?" Josh chuckled
Cooper reciprocated Josh's laugh "True, very true. What alcohol should I get? I mean, first legal drink?"
"Legal," Josh laughed
"Yes, legal as opposed to all the illegal ones I've had. So what do you recommend?"
"I don't know... Get whatever you're drawn to and the rule is you have to drink all of it whatever it is," Josh deviously smirked
"All of it?" Cooper sounded shocked. Josh could only imagine his face through the phone.
"All of it. I'll hold your hair when you puke into the toilet for hours, don't worry,"
"Ha, very funny. Not that I have much hair to hold back, but sure Mum," Coop giggled a little
"Well I'll let you pick your drinks, see you soon." Josh replied
"See you soon." Coop replied
--------------------
Coop never came home. Coop never blew out the candles on his birthday cake. Coop never cut the cake so he could kiss the nearest girl. He never drank his first legal drink. He never puked so Josh could hold his hair back.
hope you enjoyed this and hopefully the rest of the story?
