The humans who were left out of the bunker were perfectly fine. But their children that were born outside of the bunker were hybrids; their DNA mixed with that of different animals.
The normal humans were terrified, and most of them ditched their kids.
When the hybrids grew up, most of the people who were originally exposed to radiation died of old age. For many years, most of the population outside of the bunker were hybrids.
And that leads us 70 years later, when it was finally time for the others to return home...
