"I'm sorry to interrupt your usual broadcast, but it is President Paylor- your President here to broadcast this very important message to all of the District's as well as the Capitol. Let me speak first of how I am ashamed that I have to deliver this message, as I was hoping this would end with the start of a fair government, but my hand has been forced due to reason I will explain later on.

First of all, we all know of Katniss Everdeen, The Girl On Fire, The Mockingjay, and the rebellion that she led to bring down the Capitol- how she ended The Hunger Games a little over twenty years ago. Right after President Snow had passed away, Mrs. Everdeen as well as many other's like Peeta Mellark, Annie Cresta, Johanna Mason as well as some others voted both for and against Capitol children to participate in one last Hunger Games- to symbolize that we are equal now, and to finally end this bloodshed. This seems fair, and something that they need to go through to know the pain they caused us. More voted for this to happen, but it was kept in secret until further discussion.

This is going to happen as scheduled, but due to recent discussion we have now opened the Hunger Games to only twelve Capitol children, leaving the other twelve to be one child chosen from each of the Districts. I know this seems unfair, and I know that we can cause rebellions and more war again but doing this, but you must trust me when I say by doing this we're preventing any future injustices.

But we are trying to make these games fairer this year, which is confirmed to be the last year. First of all, we are only selecting children who are sixteen or older. Second of all, we are randomly selecting children, to make the reaping completely random and fair. But if we don't deem the tribute as someone who we believe would be best suited for The Hunger Games, and don't have as much to leave behind, there will be another random selection. Third, we will be pulling tributes from the game if they are injured beyond playing. I can't guarantee all will survive- but I was aiming to make this The Hunger Games that we will be able to remember the easiest.

Please stay strong until more is announced in less than a month's time. I thought that I could be to one to dig our new fair and safe generation out of the ashes from the fire of rebellion that Katniss Everdeen set- but it seems one last fire will need to be lit before we can free the world of it forever. It pains me to say, Happy Hunger Games and May the Odds be Ever in your Favour."
