This story focuses on the 3rd Hunger Games, which takes place in the year 2023. This means the Rebellion has ended 3 years ago and 'The Hunger Games' with Katniss Everdeen as written by Suzanne Collins, also won't take place for another 71 years.
Since this is one of the first few Hunger Games, the capitol is still experimenting with what they can, and can't do. The rules in the Treaty of Treason, such as the age gap and the number of tributes per district, can therefore be changed almost every year. This is the reason why the age gap for the 3rd Hunger Games is 26 to 39. Also the districts only have to select one tribute per district. This Hunger Games will thus consist of only 12 tributes.
The build-up to the games is separated into 3 parts; The Reaping, The training and the Tribute tubes. Each part will introduce 4 different tributes. Thus counting up to the introduction of all 12 tributes.
