Her exsistance

At five summit after Madara told the five kages about 'Project Tsuki No Me'. Madara decided it's time for their decisions after his long explanstion.

"Turn over the remaining eight-tails and nine-tails or the girl, and cooperate with my plan. Or there will be war."

"War you say?" Tsuchkage said while seemingly to remember those days.

The other four kages didn't understand what Madara meaning by the girl other then Gaara. Before any could ask Madara, Raikage asked in confuse.

"The eight-tails? What are you talking about? Didn't you get Bee?"

"The attempt to capture the eight-tails failed and he escaped. He is a ninja and a perfect Jinchuriki. Only your younger brother has got what it takes."

"Huh?"

"~sigh~ Yeah.I sort of had a feeling about that" Dauri commented annoyingly.

Cee looking as if cannot believe Bee did that while the Raikage got enraged.

"That idot. He used that chance to slip away and now,he's having the time of his life! Unforgiveable! He's going to get my iron claw!"

"We will not hand over Naruto Uzumaki nor her."

"I agree with him." Mizukage saying even most didn't understand about the 'her'.

"What about you, Raikage?" Tsuchukage asked.

"There's no I'll let him have my younger brother!"

"I don't have the strength, but the Tailed Beasts we've gather so far ,do. You people have no chance of winning." Madara reminding the Kages about them.

"We haven't given up hope." Gaara spoke.

"Very well. I hereby declare the start of Fourth Grear Ninja War."

"The Fourth Great Ninja War? Are you mad?" Tsuchkage cannot believed what his said.

Everyone stare at Madara silently as he stood up and make his exit while absorbing the news.

"The next time we meet will be on battlefield."

"Well then, what do we do now?" Tsuchkage spoke up after Madara dissapeared.

"We have to form an Allied Shinobi force. It's the only way we can counter the power of the seven Tailed Beasts.'

"You were oppose to this, weren't you, Lord Raikage?"

"It seems my younger brother is alive.We cannot allow oourselves to be manipulated by the Akatsuki any longer. Form an alliance and settle this once and for all."

Tsuchkage mentioned decision for Konoha since Danzo ran away. With Suna and Konoha alliance, Gaara suggested that Kakashi should take over while the others agreed. After that, Raikage talked Cee and Darui about Bee.

"If we are to stop Madara's Project Tsuki No Me,we cannot let Eight-tails and Nine-tails fall into his hands. I think it is imperative that our Allied Shinobi Forces find the two first and place them into hiding. Also, anyone know about the girl that Madara spoke of?"

Mizukage told the idea to others while raising the question that everyone longed for. Gaara knew he had to tell them.

"I know her. Hoshi is my...special someone, she got other half of the tailed beasts in her. All nine of it"

"How can that be possibble?" Everyone staring at Gaara as if what he said can't be true.

"We don't know either, Temari found her in the forest. She got no memory of her past at all."

"Why weren't we inform about this?"

"At that point,her exsistance wasn't threatening. It was better less people known to have less chance of Akatsuki known about her."

"In that case, since we cannot imagine the power Madara wields with the seven tailed beasts he already has. Furthermore, he may possess certain jutsu or a trump card for using the tailed beasts."

"Otherwise,he wouldn't have come on so strong." Akatsuchi backing up Tsuchkage.

"Perhaps it would be wise for the Allied Shinobi Forces to plan on using Eight-Tails,Nine-Tails and her as military weapons too."

"That cannot happen.This is also a war to protect those three.There is a reason why Madara is waging war with just the seven Tailed Beasts he has collected thus far. It is too diffcult for Madara in his weakened state,and the Akatsuki members to capture them. And even if they had succeeded,he felt the risk was too great. That is why he may be hoping to lure the three to his side throught the war. In any case,using them for the battle is not a wise strategy."

Mizukage and Raikage agreed with Gaara. Raikage asked of other to look out for Bee and send Bee to him if founded so he can deal with him. Also, he told Gaara to find Kakashi in Land of Iron first. In the end, they all agreed on hiding them is the best strategy.

The new era has started at this point.All hidden villages will stand together to protect their world together.
