What are the powers?:
The powers that people have in this world are something that no one has yet to get a complete understanding of, mostly because no one knows how they suddenly came to be and how they seem to work. But several theories have been put in place to try and give a logical explanation to the workings.
The one laid forth by most of the people in the scientific community have decided to call it "plasmatic matter", due to the first researchers looking at it saying it had a sort of "plasmatic look and way of existing." This plasmatic matter is most prominent around the brain, but some can be seen around the body by using a "Plasmatic Viewfinder" or P.V.F for short, which is also used to figure out the extent of one's powers.
The more philosophical way of seeing it, is that it has nothing to do with the prominence of this plasma, but the power and history of ones soul. The "power" the soul grants you is from its point of origin. So if it has something to do with fire, it might have come from a volcano or forest fire. And the power of it comes from how long ago the soul came into being. So the further back, the more powerful.
Grading system - Powers:
The individuals powers are discovered through the means of a large scale P.V.F or L.P.V.F for short, where it is then compared with a scale that will decide what will be done with the tested individual. This check up is obligatory for all children citizens at around the age of 5 years old, although earlier check up might come if their abilities have flourished before that deadline. The procedure is simple, in that the child is inserted into the machine, and have to remain still for a period of up to 2 hours to detect the prominence of "plasmatic matter" in the individual.
The scale that is used then is called a "Plasmatic Level Scale" or P.L.S that goes from 0 to 5, with increasing number dictating increased amounts of it in the individual.
P.L.S Level 0: At level 0, it means that the level of plasmatic matter in the individual is non-existant or so low that it will not be able to manifest in any shape. The amount of people with this designation is at around 60% of the world's population, which might seem like a lot, if the world's total population of ~14 billion wasn't taken into consideration. But despite their nickname of "Normans" amongst those who have powers, they still hold power in the juristical and political sense due to their increase in numbers, and have put forth this system and a lot of other rules inhibiting more powerful plasmatic individuals.
P.L.S Level 1: At level 1, small signs of power can be seen amongst the individual. The might be able to, for example, channel some fire or bend water, but it at such a small scale that it has little application other than being able to look quite impressive amongst those who don't have such powers. Due to that, a lot of people have given them the nickname of "tricksters", due to their power being seen as only being flashy in their eyes. But most here can go against the system, and with training can increase their plasmatic matter. This is only done by those determined enough to do so, as the results yielded by doing so often is minimal, if you want to do it in a legitimate manner, but some have gone to P.L.S Level 3 by doing so.
P.L.S Level 2: At level 2, the signs of their power is more prominent. At this level, their powers can be used in a more utilitarian matter at workplaces with more physical work, as the powers at this level are more harmless and controllable. There have been instances where some at level 2 have used their powers to do harm, but they have in a few, very rare cases been able to kill. Due to that, it is the level in which one has the most opportunities in life with work, and one a lot of parents hope their children will end up going in, if they do show signs of powers.
P.L.S Level 3: At level 3, the signs of power is very prominent, and a bit more uncontrollable for the individual inhibiting them. Due to that, it is often required by law that they use a inhibitor, often in the form of jewelry, to keep tap on their powers. Due to that, they are often unfavored at workspaces due to them often being low on energy. But some, who have the right training and control can attempt to forgo the inhibitor and get better control of their powers. This is something that criminals often tend to do, and people at this level do have higher death rates with their powers than those below. Fortunately, for the police force, level 3 individuals more unstable power tend to leave them vulnerable after excessive use, meaning they can typically only kill one individual with their powers before fainting from exhaustion. Due to that, most of them use it as a last resort or means of incapacitation, before dealing the final blow with their weapon of choice.
