Dear Mayor Cipere,
I am known by the name of Dhaman Vict. I am a native to your city, and have owed my youth's seccurity to you and your leadership of our humble town. The schools you built educated me and the financial aides pulled me out of the unfortunate financial circumstances I was born into, giving me a fair chance with those around me.

You will not recognize my current nomenclature, as it is not the same one I was given in your town records; nor can I tell you my original name, as it would undermine the relationship we are to have from this point forward.

Introductions out of the way, down to business: My scientific interest was piqued when I was made aware of a place called "the Hometown." I only intended to pass through initially in my vehicle, though my mind was changed and I decided to move in to this town. Its location is not marked on official maps, and its traits are something that lead to my pure fascination. I fell it is my duty to the scientific community to document abnormalities I encounter, and their possible implications outside of this town, were they ever removed out of it.

I trust you to keep these records safe, as there is no other place I know than your town, and my family is all but unreachable to my knowledge. I trust you to believe what I tell you, not because it is believable, but because it is true; because it is the right thing to do.

I will send you letters periodically, as I learn more about this niche of mysteries and intrigue. I give you no advice as to who you should alert, should anyone need to be alerted, nor how securely these documents must be stored, as that is up to you. I will give you no instruction on any of this; after all, I said I trust you, and I feel I should make good on that promise.

With much faith,
-Dhaman Vict
