I noticed an odd stray dog on my way to the library this morning.Abnormality observed: the Stray Dog possesses the ability to run as fast as a motor vehicle. observed to run as fast as 45 mph alongside my vehicle.
Other behaviors of note: the Stray Dog appears to be extremely malnourished, almost skeletal. It seems to wander the streets scrounging for food, from what I can tell. Breed unkown, though sizeable. Always exhibits a positive mood despite its pityable physical state.
Initial discovery notes: the Stray has been seen by me before, wandering the town scavenging. No abnormal behaviors observed until driving near the animal. It noticed my vehicle and seemed to recognize me, as I've petted it in the past. It chased my vehicle while I was travelling at 45 Miles per Hour, according to my speedometer. It stayed with me until a stoplight, when it wandered off between two buildings to my right. No speeds like these have been seen since.
Theorized unobserved abnormalities: None, although the rarity of the Stray's speed hints at other unexpressed qualities.

Mayor, other reports are in the works. I'd like to finish reports as thoroughly as I can before sending them in, though I'll make an exceptionh for this one because of how inconsequential it is. An omnipotent Postman? That's interesting. A magical dog? Not as important. However, any changes I make to any of the reports I send in will be included as Addendums in future letters. I ask that you update the initial report with the Addendums, as well as keep the addendum notice in the most recent letter for documentation purposes. I trust you can edit previous reports, although I do not wish for you to modify the report itself; that would be detrimental to the integrity of these records.
