Peter gave half of the villains in New York their bad guy names.
And half of the villains had no choice in the matter.
Once the Bugle (or any of news anchor) hears Spider-Man call a bad guy a name, that is the villain's media name, permanently.
In retrospect, the villains often try to get their self-made names out right off the bat so the media hears it. However, there are times when, even if the villain says their name, that Spidey calls them something else and their name is changed anyway.

Villain: The sky quakes before me, the ground shudders under my feet. There is no hero alive who can defeat me!
Spider-Man: *shows up*
Villain: Death Eater. My name is Death Eater. D-E-A-T-H E-A-T-E-R. *shouts at news vans* DEATH EATER! THAT IS MY NAME!
Spider-Man: *unimpressed* Isn't that in Harry Potter?
Villain: *nervous sweat* Death Eater! That's my name. Say it!
Spider:Man: Hmmmm *thinking* I think you'd make a good...
Villain: Please...
Spider-Man: *snaps fingers* Gary. Can I call you Gary?
Villain: (ಥ﹏ಥ)

Reporter: And here we are at 5th Avenue, where Spider-Man and the new found villain, Gary, prepare to battle it out.
