The Holy Spirit is the agent to baptize into the body of Christ (1 Cor 12:13).
Jesus Christ is the agent to baptize with the Holy Spirit and with fire (Matt 3:11, Luke 3:16).
And a minister is the agent to baptize with water (Matt 28:29).
