In the G/S/C volumes of the Pokèmon Adventures manga, Professor Oak is revered for being able to hit Ghost-types with Normal-type moves. This is shown when he defeats Agatha with a Kangaskhan. Years later in D/P, Kangaskhan can have the Scrappy ability which makes it's Normal-type moves hit Ghost-types.
