Step 1
Make your new canvas as always.

Step 2

Open the picture that you want to use. As always, I will use pictures of Wanna One Bae Jinyoung.
Now, move the picture to the canvas using Move Tool.

Step 2

Click Laso Tool, the icon in the red box. Then, make a selection like this
