How could I make a top romance anime list and not include... Plastic Memories. I personally LOVED this anime and wished more would as well. Its an extremely well-written anime that has some of my favourite scenes in all of the anime I've ever watched. It gives the watcher a lot of heartfelt and dramatic scenes which makes the watcher feel teary. The art and soundtrack of the anime are beautiful and the characters are also written amazingly.
