The Legion,or the government in other words. They are settled in the southern islands,though they are being spotted on the wasteland. It's also safe to say that they do obey the classes should not mix with other classes.
They claim to be doing the work of man and killing those born from two different classes,so in this case Jane is their target now and they will not stop till she's dead.
