2-D does not dye his hair.
When 2-D was 11 years old, he fell out of a tree and hit his head on the ground. This was the start of the many head injuries to occur in his life. He lost all of his hair in the hospital and once it grew back, it grew back blue. There is no explanation as to why, it's just an excuse Jamie made up.
Maybe it was just medication his mother made for him that made it turn out that way.
