Mercier, an international property enterprise, was founded on the basis of hard work and patience by none other than William Durand in Lyon, France. Mercier made its global debut after years of managing and selling property by extending their line of expertise in the stock exchange program, almost immediately doubling Mercier's net worth by three percent. This growth allowed the organization to slowly expand itself around France, Spain, Italy, and parts of Belgium and Monaco in five years. As Mercier became more well known, the organization made its way into the UK and South America, eventually making its route into the states.

Mercier has been under intense investigation around the world for their abrupt growth and the quantity of income they appear to generate through their real estate and stock exchange businesses. However, officials are incapable of finding solid evidence about William Durand's profitable enterprise being cynical.

William Durand discovered how easy it was to keep officials quiet about the truth of Mercier. Any official can turn a blind eye to crimes if they are offered the right amount of money, which Mercier will gladly pay. Anyone who discovers the truth about what lays inside Mercier and is unmoved with indescribable amounts of money will be automatically eliminated by one of Mercier's faithful assassins.

The Mercier veil of real estate and stocks hides the secret world William Durand created for the rich, powerful, and evil. He divided his underground organization into five divisions: marketing, retail, intelligence, law, and domestic affairs. The marketing and retail divisions work concurrently by advertising and selling gambling cheats, properties, stocks, drugs, identification cards, and passports. As well, they offer the services of assassins or investigators to those who can pay the price. The services of Mercier assassins are the most requested than any other product.

The intelligence department involves handpicked individuals William Durand chose to take on the responsibility for operating the hundreds of Mercier buildings around the world while Durand remains in Mercier's origins, Lyon. Durand established for these individuals to be labeled as officers since they are the highest power anyone at Mercier can achieve under his control. To demonstrate his superiority over his workers and officers, he named himself as the sole Commander of all of Mercier organizations.

Beneath Commander William Durand's role of managing and expanding Mercier further across the world, officers are given the role to guarantee the security of the law and domestic affairs divisions. In the law division, officers check if their attorneys are settled with enough money for their services and need to ensure that the attorneys remain silent about what is discussed in confidence. The domestic affairs division consists of the rejected personnel who were unable to join the other four divisions. The rejected are automatically appointed the sole role of surveying a chosen Mercier worker and any unusual information they uncover about their worker must be immediately reported back to their home officers for evaluation.

William Durand has always believed that the key to owning a successful business is to keep his workers satisfied. To ensure this, the workers and officers of Mercier are paid handsomely and Durand grants his employees with as much freedom as they desire, as long as they efficiently complete their respective assignments.

The only thing William Durand asks of his employees in return is for their loyalty; to both him and the Mercier organization.

Loyalty is very important in the Mercier organization. Without it, the truth of what exists in the organization would be discovered and all of his workers and himself would be indicted. William Durand's confidence in the officers he chose to run his Mercier offices around the world is high because he knows that they would rather die than to expose him or any of his workers. However, out of all the most qualified and experienced officers, William Durand decided to appoint his military-experienced colleague as Leading Officer after he only worked as an officer in Mercier's Havana, Cuba, offices for less than a year.
