Mother Gothel only talks about "keeping her locked up in the tower and safe" while holding/looking at Rapunzel's hair....
She says the negative things to Rapunzel herself.
Whenever Mother Gothel kisses Rapunzel or says "I love you" to her, it's always on/to her hair. Not Rapunzel.
Wow. That's tough.
