NEW FACE IN GOTHAM CITY, PART ONE !
I've seen a lot of Batman OCs in my many years as a Batman nerd. Some are good, some are not so good. This entry in 'HOW TO MAKE A BATMAN OC' will deal exclusively deal with how to make a Bat-Rogue OC. I'll give you various tips and tricks to help you create a villain. Don't treat this guide as the bible for OC creating, use this as advice to improve your OC(s) and make them better.

THE BASICS !
↳ NAME
The name might not seem as important as backstory but Batman is a comic book and comic books creators always have a backstory behind name choices. While Marvel is a big fan of alliterative names while DC favours two first names such as Cassandra Cain and Bruce Wayne. Batman Villains often have names that reflect their future villainy. Examples include Jonathan Crane is a reference to Ichabod Crane, the protagonist of Sleepy Hollow and refers to his appearance, Edward Nygma is a pun on Enigma; another word for mystery or riddle, Selina comes from 'Selene' relating to moons which cats are associated with, Victor Fries sounds like Victor Freeze, etc, etc.
Names should have some meaning even if it's subtle. For example, say your OC goes by 'Raven,' their name could be Lenore Poe as a reference to 'The Raven' by Edger Allen Poe or if your OC's alias 'Nursey Rhyme,' their name could be Tommy Goose. Names don't need to be meaningful but it can be that little detail that really adds to a character. Behind the Name is a good source for names and researching your character's theme can add to the meaningfulness of your character's name. Also if your character is a part of a ethnic group, their last name should reflect that. If your character is Indian, there last name shouldn't be Yamasaki or Goldstein unless they're mixed race.
↳ ALIAS
Villain aliases should tie into their theme or idiosyncrasy, you shouldn't have an OC by named Calavera and have their costume look like a fish. It shouldn't be too long either, your character's alias should not be something like 'Crimson Rose the Badass and Queen of Gotham,' that's incredibly ridiculous and doesn't blend in with 'The Dealer' or 'Hush.' Pick something that reflect the character's theme and/or motive. Professor Pyg's name works because not only does it reflect his costume but references the play, 'Pygmalion' which has ties to his motive, creating perfection within humanity, but Lazlo has far darker methods of achieving this than Henry Higgins.
↳ AGE
Most Batman villains are usually around Bruce's age or older. Your OC should be around the thirties to sixties or even seventies. I'm not saying your OC can't be a teen or twenty year old villain but most Bat-Rogues aren't in the age bracket. Also, it's perfectly fine your OC in their thirties. I understand why some people don't want to make their OCs middle age, it makes it harder for us to project ourselves onto our characters. BUT, fourteen to sixteen year old villains fighting Batman is pretty unrealistic in canon. Anarky is the exception to the rule. Younger villains work better with Dick, Tim, Steph, Cass and Damian.
