Equal = means two sides are the same
e.g. 3 = 3
or, 5 = 5
With the less than < and the greater than > sign, just point the arrow head at the smallest number, no matter the question.
e.g. 2 < 4
or, 7 > 3Using the symbols less than, or more than show the greater number between 7 and 3.

lesser/smaller number between 7 and 3.7 > 3
It does not matter really how the question is asked because once the arrow-head points at the lesser number, you highlight the greater number. So with using the less than < , and the greater than > symbols you actually answer both scenarios at the same time.
