Summary:
A young Otsuka gains her quirk shortly after her 7th birthday. She's very excited and her family are overjoyed. At school, while trying to defend a fellow student from bullies, she has her first episode. She does not know what's happening. Others around her collapse and grow ill, but the boy she defended is fine as he's holding onto her. It takes two days for the episode to end and leaves 250 people injured.
Mags collects her from the police station and takes her to the school. Otsuka doesn't want anything to do with her quirk at first, but eventually decides to try to learn to control it.
Once her control has improved some, her parents are allowed to visit. Rather than being glad to see their daughter, they're afraid and angry. They disown her and call her a monster. Her new friend TT stands up for her but she begs him to just leave with her. It is here, disowned that she gains the family name of Otsuka.

Chapter 12: Monster

Rule 23: A quirk doesn't make a person.

The small ginger girl was proud of her seven years. Her birthday had been the month before and she'd spent the entire Sunday playing games and baking with her big sister. Then her parents had taken them both to the theatre and it had been amazing. The day was just incredible.

When she woke up that morning, the small ginger was surprised to find her room lit by a strange red glow. But she was absolutely gobsmacked when she found the source of that glow.

Faint, crimson mist was dancing around her fingers in strange but hypnotising patterns.

Her parents woke with a start at the scream from their daughter down the hall and held only fear until she came screeching into the room demonstrating the blood-red power glittering from her hand. The child was filled with energy despite the early hour, excitement at her new ability making her hyperactive.

Already out of bed, the girl's father— a strapping male with fiery red hair— smiled warmly at her and hefted her up into the air with ease, revelling in the sound of his daughter's carefree giggles. He knew that she'd been getting some trouble from her classmates because she was quirkless but now she wouldn't have to deal with it. Her mother too, a slighter woman with kind, grey eyes was overjoyed. She was quirkless and knew how hard it could be, now at least, one of their dear children wouldn't have to suffer through that.

As soon as her father put her down, the seven-year-old was running off to her sister's room. She leapt on the elder girl's bed and jumped around like a kangaroo that had been force-fed 12 litres of energy drinks. Her sister wasn't so happy at the rude awakening, but that bad mood changed the moment she saw the glow of the smaller child's hand. Mufiko cheered and hollered so loudly that the youngest member of their family thought they'd go deaf.

With all the excitement, the little ginger had to get ready in a last minute rush that only narrowly avoided being late to school but she made it in the end and all her classmates, even the ones who hadn't always been so kind to her in the past, flocked to her to get a good look at her unusual, new quirk.
