Wes' ability to make floating balloons is unknown, but if he isn't focusing he will start floating as well, giving Wilson the theory his breath is somehow helium.
Once in his sleep Wes started floating and Wickerbottom couldn't fathom what she witnessed, she was the first one to find out.
The ability started after he got pulled (yes, pulled...forcefully...more so dragged) into the Constant (I'm sure Maxwell got annoyed by this >) he repeatedly died or floated away, (accidentally) Wes is easily tired from this and his frailty.
