She hated Lily since they were little. She hated her for taking their parents attention away from her. Magic was a freak of nature and being normal is normal.
What Petunia doesn't realize and that fact she would deny it but she is jealous of Lily and her son. At point she did ask the headmaster who did kindly refused her afterall.
Still bitter about the whole ideal, Petunia considers wizard or magical folks all freaks. Her family knew that they arent normal and wouldn't ever be period.
