This is basically an explanation about Izuku. But it's important!!!!!
So first theres basically two people in him. Deku and Chlorine. Deku is the past. It's when he was innocent, he helped people, wanted to be a hero, was a nerd, loved Kacchan, misses his family.
The other side Chlorine is when he became a villain. Chlorine wanted to rule the league of villains and was successful. Now he wants to kill all heroes and he has the power to do that. He'll destroy everything that's in his way including Deku. He is a psychopath and He's stronger then Deku. They don't chose when they control the body they're sharing. They fight over it and Deku most of the time loses. The place they are in and thye're mind set helps too.
Now he is winning but not for long. Also when he made the phone call Chlorine was controlling him. But when he went out of the room Deku was in control. Kacchan didn't know that. Deku is controlling Izuku in the train too but he doesn't know how much more time will he handle.
