I don't think Emma is Helga or related to the Snow Queen. At least not directly, maybe distant. I think the snow queen wants a family so much that she will believe anything and try anything. I don't think Helga and Emma look that much alike but in the snow queens mind they might. She is gonna try to turn everyone against each other but she still has to get Emma and Elsa on her side other wise it won't seem like a family even if she does succeed. I don't think she will.
