Rias was happy that he felt the same way.
Rias: Toad? May I speak with you?
Toad: sure Rias. What's up?
Rias: I must tell you something.
Toad: what is it?
Rias: the truth is I'm in love with you.
Toad: y'know to be honest I feel the same way too.
With that they share a passionate kiss.afterwards they went to sleep.
