Muniba, a member of Wattpad Staff, showed up and was able to clarify on the thread "The New Offline Reading Experience" in the Wattpad Feedback and News section. This occurred on November 1st. This is what she had to say:
"Okay so here is, what I feel, a more objective summary of the current state of affairs. It isn't different to my original post, but leaves less room to read between the lines.
The reason why different people saw different offline limits over the last few weeks on iOS is because we were testing what the optimal version of this feature looks like. Testing multiple variants of the same feature to understand user behaviour and decide on the ideal way forward is a standard component of the product design and development process.
Enabling 100% of our growing user-base to have as many stories as they want saved offline affects the app's performance - resulting in syncing issues, glitches and crashes, in addition to impacting our bandwidth, your internet consumption and your device storage. Note that some users have hundreds of stories added to their Library at any one time, even if one or two are actively being read.
You can now curate your own offline list within a limit of 2 stories, for free, and as many times as you want - this experience may change over time as we continue to learn from it, and especially having a clear understanding of connectivity issues experienced in different parts of the world. As mentioned in my original post, please bear with us.
Premium subscribers can add unlimited stories to their Offline list. They can also offload stories by removing them from their Offline list, if they so wish. We do not anticipate that everyone on Wattpad will choose to upgrade to Premium, which is why we are currently not worried about their contribution to bandwidth issues, crashes etc."
