After the battle of Astarte, Yang Wen-Li was then promoted to Rear Admiral of the newly formed 13th fleet. Made from the 4th fleet, the 6th fleet, and new fresh recruits not being placed for the 11th fleet during its rebuilding and reconstruction. But the plan hasn't been fully made yet nor the plan or his promotion have been implemented either... until now.

Strategic Planning CentreThe Strategic Planning Centre is the tallest building in Alliance history. The building had a shorter central structure surrounded by three taller ones over a hexagonal shape underneath. The building had, for some time been renovated and up to code to other buildings. The reason why is because it was built during or near the end of the "Alliance Golden Age" by Raphael Zircon until the February Encounter, which started the over 150 year war that has still been going today. Since that it has stood high as much as the statue of Arle Heinessen.
Yang is busy having tea with Alex, a good friend of his since the military academy. "So, you're not only called the Hero of El Facil, but also the Hero of Astarte." Alex speaks to Yang, who didn't want the popularity at all. For him he just simply did the El Facil thing cause he had to save 3 million people.
Astarte was different: with two fleet destroyed and disbanded, alongside with the 2nd fleet needing of an needed replacements after saving it. But most of that has gone to the 11th fleet after the 3rd battle of Tiamat fiasco with the delusional and idiotic vice admiral Holland that resulted in his death and the 11th fleet crippled.
Yang replies to Cazerne's way of talking about him. "Well, Paetta put me under command for it when he was wounded. The other one was when rear admiral lynch had gone delusional and left 3 million people on El Eacil. I simply used what was available to me."
Yang wasn't political, nor did he want to be famous and adding in that it was what anyone with a calm reasonable mind like his. For some he's like Bruce Ashbey, but not egotistical or prideful.
The speakers of the intercom came up all over the building and hear what the person was going to say. "Commodore Yang Wen-Li, please report to Fleet Admiral Sithole. Commodore Yang Wen-Li, please report to Fleet Admiral Sithole." People look to confusion about the call and just as that ended Yang stood up and walked to the office to where Sithole is.
Yang enters the room and see Fleet Admiral Sithole;
a man who became famous after the 5th battle of Iserlohn and mentor of Yang and Commander of the entire Alliance navy. Apart from the snake Job Trunicht, he's one of the few best men who cared for his troops and is a wiseful tactician and strategist. Yang served with him since that battle until he was posted at the 2nd fleet.
With him in the room stood Admiral Greenhill.
He knew of him as well from El Facil and the 4th battle of Tiamat. A very advisable man despite his age and the stress he had managed from both numerous upkeeps and plain old Incompetence that plagued the fleets of the alliance.
Yang stood and saluted. "Commodore Yang, reporting as ordered fleet admiral."
They both returned the salute and Greenhill says, "at ease Commodore... no Rear Admiral. Please take a seat."
Yang sat down confused and Sithole then speaks, "as of now Yang, you are promoted to rear admiral. You will also command the new and established 13th fleet after the disbanding of the 4th and 6th fleets. The fleet is only half size and adding that these are not just remnants of the 4th and 6th fleets but also new recruits that are fresh from the line that haven't gone to the 11th fleet and those from reserve as well."
Yang was surprised about that. Rear admiral of a new fleet; only vice admirals can command fleet like that. "Uhmm. Fleet admiral I have no idea what's going on. Could you tell me."
Admiral Greenhill then speaks, "the purpose of this fleet and its first mission: is the capture of Iserlohn Fortress."
Yang thought his heart stopped. He then realized that this will result in disaster in that it will probably fail.
"Uhmm, Sithole, Greenhill, why me?" Yang asks Both of them knowing what would result next.
Sithole spoke to Yang to explain it himself. "The reason why is because this will result in one of the greatest things; to see the behemoth of the fortress fall to our hands. With it will not only strengthen the will to fight, but also increase the popularity that you and your soon to be followers have. And if it succeeds you will be untouchable to Trunicht and his ilk. It will also increase the military's influence as well."
Greenhill then adds in, "you are also allowed to create your command staff as well and choose what you can have as well."
Yang then asks, "is there anything else I need to know before I start organizing the fleet and the operation? Like any regulations or restrictions before I choose my staff?"
Sithole answers, "no, there are no regulations or restrictions." Yang then looks at him with one eyebrow crooked up. "The reason why is because that this is only been told to the department of Defense that it was a training exercise.
But for Trunicht, he sees or thinks that your plan to attack Iserlohn will result in your death so he can bring the Alliance down to the Empire. He's all the while the camouflage like a chameleon, the skin of a human, the ability of a snake, and most of all; a parasite of the Alliance. With this will make him lose power greatly over the military and the government."
Yang then stands and salutes to both of them. They return the salute. Yang asks, "permission to speak freely Fleet Admiral?"
Sithole nods and says, "you may."
Yang then says, "to be honest, I will fulfill my duties to the letter and end the fear of Iserlohn fortress. After that, I hope a temporary ceasefire can occur after. Even though the ceasefire will be brief, I believe that it will give us time to recover and repair. If not, we are doomed and will fall to the enemy."
Yang the walks out of the room and the door closed behind him. Greenhill then turns his head at him.
He asks, "do you think it will work?" Despite the fact that he's one of the few most calm people in the military and advises people like Fleet Admir Lobos that he mainly ignores him. Sooner or later strees will strain him greatly and result in his possible early retirement despite him being a year away from the age of 40
"Yes, I'm sure of it. But if he loses, I'll be forced to retire and during the elections and Trunicht's influence will grow." He responds as simple shuttle take off to a ship of one of other fleets.
Soon more than one shuttle will take off and will go to the 13th fleet. Sithole then closes his eyes and smiles as the thinks.
'So will history take a change and being something completely new. But also destroy something that one will hold dear and will being wrath to his or her enemies and it doesn't matter whether or not they are friend or foe.' He thought after the Greenhill left to deal with the initial formation of the fleet: the new crack military unit to be made into history and engraved in it full of combat for the alliance.
In the year of 796 uc came the formation of the 13th fleet after Astarte came the formation of the 13th fleet and soon the fall of Iserlohn
