Dear Panem,
Laying brick after brick, tiling roof after roof, building house after house to shelter all the citizens of Panem, to placing pavement after pavement, creating the most convenient pathway to travel from point A to point B, there is no place I would rather be than District 2. I, and all from the district could not be any more appreciative of what we have been given from the Capitol and all that they have done for the districts and for the nation as a whole.
However, there are some districts, such as 10, who don't seem to understand and accept the fact that the Capitol is doing all that they can to keep this place alive and safe from any harm. They are complaining every day that they do not have enough to provide for themselves or that the Capitol treats them like dirt. What these districts don't see is that the Capitol is trying to help every single individual in Panem, no matter which district. They do not hate you, they have not forgotten about you. This is the best they could do and the most that they could give you. All you have to do is accept that. Not exactly a challenging task.
For these reasons, we should not rebel against the Capitol. What exactly have they done wrong? They haven't provided for the outer districts? Sure, it's not as much as the Capitol has, but it's still sufficed to get through one year! So, why don't you idiots just put all your weapons down and live with what you have? This is all that the Capitol could do for you guys! Despite being from a richer district, we also don't have anywhere near as much as the Capitol, but we have all learned to just accept everything for what it is. Maybe you should try it too, and then we probably wouldn't need to have another rebellion.
Like most in my district, I have always seen the Hunger Games as an opportunity to show off to all of Panem your strength, determination, courage, and survival skills. The victor takes all and becomes a highly respected representative of their district. On the other hand, other districts are using the Games as an excuse to rebel against the Capitol. But wait, isn't the Games the chief consequence for rebelling against the Capitol years ago? Deterring us from engaging in battle with them again?
They way I am seeing it is that barely any of the tributes from the other districts have displayed the right attributes needed to win the Games, which has led to the little victories from these districts. Instead of realising that they are the ones to blame for this, they decide to take it out on the Capitol, because you know, it's their fault that the tributes from District 12 last only 5 minutes every year in the Games. It's not the fact that those from that district have had little to experience or that they don't have the will to put in any effort to survive past the bloodbath. No! That can't be right! It's all a part of the Capitol's diabolical, non-existent plan to make the lives of those from the outer districts hell!
