This society is built around the idea of acceptance. If you are not 'accepted' by society then you are not given privileges afforded to those that are. People who reject society are rejected by society.
The monsters outside are called the terrors. These terrors travel in packs of 10 to 15 however packs have been known to work together when it comes to attacking a city. As many as 300 have come together in attacking a neighboring city with less powerful defenses. They are roughly the side of bears and devour anything they make contact with. The are considered the piranhas of the land. They attack anything that moves that isn't one of thier own.

Some ancient records indicate that some humans evolved to these creatures when powers first started to appear in the general public. These creatures can reproduce asexually which aided in thier rapid spread across the country. It is best to stay inside of the walls to avoid any contact with these creatures.
