Aether city is a walled off city surrounded by dangerous woods. There are terrifying creatures just outside the wall. Thankfully these creatures are no problem if you stay in the city. The city's inhabitants fall into one of two categories. The accepted and the rejects. The rejects are the people who's powers are too dangerous or don't fall into the four main types of powers. Lessers are a type of rejected that have no or useless powers. Also rejecting the society makes you a reject.
Rejects are not given any privileges just as joining the military or owning their own business. They also can't use their powers without the license. Weapons also need a license and are only available to the powerless. Committing crimes against rejects results in lower sentencing towards the perpetrators. Every citizen is made to wear bands with barcodes etched in. Accepted wear a golden band while the rejects wear silver bands.
