Well to start I will not make the goku super strong he will start with the strength of when he fought raditz otherwise the story will be boring.

Master Roshi told goku that he was not the only one who knew the turtle style he said that there was another Master, with goku knowing that he left for the valley of peace that is in China to meet this Master and ask to train with him.
