I think it is the black fairy, because she lived for such a long time. She was alive for so long, because of her magic. I think that there were much people who wanted to kill her, but didn't succeed, untill.... NO SPOILERS
I think she was to proud to be the best enemy. She underestimate the heroes, and that makes her a less dangerous.
