I think it's Cora. First I was gonna say Regina or Rumple, but I believe there were always good in Regina and Rumple. And I think that Cora have been evil and scary her whole life. She had not a good reason for it (just that she was a miller and people were very mean to her) but I think that is not a really good reason for killing people.
Look, Cora KILLED her daughter's boyfriend. I think that's very scary. If I standing next to her, I think she will kill me because I'm irritating.
